SB 827, a bill sponsored by San Francisco Senator Scott Wiener that would remove all local input for residential planning, was defeated in a Senate committee on Wednesday, April 18, 2018. The legislation would have removed city input for any planning near Metro rail stops, permitting buildings that are five stories and higher throughout Los Angeles. Two of our Valley Village elected officials, Assemblymember Adrin Nazarian and City Councilman Paul Krekorian, opposed the legislation.

Neighborhood Council Valley Village Board of Directors joined the Valley Village Homeowners Association in unanimous opposition to the bill. The effort to advance this measure has stopped for this legislative session, but the bill’s creator Senator Wiener vows to bring it back. Dale Liebowitz-Negila, Chair of NCVV’s Planning and Land Use Committee, led discussions on the implications of SB 827 at the March Board meeting. “Land use decisions cannot be dictated at the state level” said Ms. Liebowitz-Neglia. “We must maintain appropriate city-based planning to address the local impact of the housing crisis while preserving the character of our neighborhoods.” Both NCVV and VVHA sponsored efforts to contact our State Assemblymember and State Senator, as well as the office of Senator Wiener, to oppose the measure.
